What Does a Site Technical Engineer (PTO) Really Do? A Look Inside TAN GROUP

PTO (production and technical department) is the unit of a construction company that connects the design with the work on site: it checks working drawings, calculates quantities, keeps as-built documentation and confirms that every stage is built according to the design. A PTO engineer (site technical engineer) is a specialist in this department.

On any construction site, everyone sees the same picture: heavy machinery, workers, poured concrete, and rising floors. Yet behind this visible progress stands a professional whom few notice — the PTO engineer. They are the one who answers the critical question that inevitably arises on every project: What exactly did we build, and how can we verify it?

We spoke with Pirnazar Otanazarov, a Site Technical Engineer at TAN GROUP, for a concise, straightforward, and practical conversation.

“PTO Is Not Just Paperwork. It Is the Bridge Between Design and Reality”

— Pirnazar, in simple terms, what is the role of the PTO department?

“The PTO is the technical backbone that connects architectural drawings with actual on-site operations. We have blueprints and calculated volumes, and all of that must be executed accurately and documented properly.”

— When does your job begin? Once the equipment arrives on-site?

“Much earlier. Long before construction kicks off, we analyze the entire technical package — blueprints, specifications, and scope of work. An overlooked detail in the design phase can turn into a major headache on-site. It is far better to clarify and resolve discrepancies early than to fix costly mistakes later.”

When the Blueprint Says One Thing, but the Site Reveals Another

Reality rarely matches paper with hundred-percent precision. Dimensions shift, unforeseen conditions emerge, and adjustments are required — this is where a PTO engineer at TAN GROUP steps in.

“Construction is an active, evolving process,” says Pirnazar. “Not everything goes strictly by the script. The key is to spot discrepancies immediately, identify the root cause, and deliver the right engineering solution.”

There is no room for phrases like “it wasn't in the drawings” — only deep analysis, verification against standards, and ongoing collaboration with the field crew.

Beyond the Numbers: What a PTO Engineer Actually Handles

From the outside, technical departments may seem like simple volume-calculating units. In practice, the scope is far broader. A TAN GROUP PTO engineer:

  • Verifies work volumes and ensures compliance with engineering designs.

  • Prepares as-built records and technical documentation.

  • Coordinates directly with site foremen, clients, and design teams.

  • Ensures every project stage is backed by verifiable documentation.

“Behind every single number stands an actual structure or executed task,” explains Pirnazar. “Seeing the direct connection between paperwork and real-world construction is essential.”

The Biggest Pitfall in Construction: “We Will Sort the Paperwork Later”

A widespread mistake in the construction sector is postponing documentation until the end of the project. Trying to reconstruct records across dozens of finished stages right before commissioning is a major, unnecessary burden.

That is why TAN GROUP maintains as-built documentation concurrently with construction work, rather than scrambling to assemble it at the finish line. This is how we work on every project where we act as the general contractor.

“The more systematic the documentation is throughout the build, the smoother it is to monitor progress and prepare for handover,” emphasizes Pirnazar.

PTO and Site Foremen: Different Roles, One Team

The foreman manages the physical site: the crew, heavy machinery, and task sequencing. The PTO engineer handles the technical verification and documentation. In practice, they operate as a unified system.

“The PTO department cannot function in isolation from the site. To deliver top quality, you have to know what is happening in the field and work side by side with the production team,” says Pirnazar.

A PTO engineer is often confused with technical supervision: technical supervision checks the work on behalf of the client, while the PTO works inside the contractor’s team.

The Hardest Part of the Job

Knowing how to read blueprints and technical specifications is baseline criteria. True expertise requires keen attention to detail, analytical thinking, high accountability, and the ability to navigate large streams of information.

“Every facility is distinct from the last. New engineering challenges, different conditions, and fresh requirements mean hands-on experience plays a decisive role,” notes Pirnazar.

Why This Matters for TAN GROUP Clients

When the technical department operates systematically, clients do not have to guess: they know exactly what was built, in what quantities, whether it meets specifications, and the precise status of their project. This is especially important in turnkey construction and in prefabricated LSTK buildings, where stages move quickly and run in parallel.

This core standard — transparency, strict order, and end-to-end quality control — drives all operations across TAN GROUP projects.

See how this approach works in practice in our projects.

A Site Technical Engineer transforms complex blueprints and calculations into a clear, structured, and controllable construction process. They review documents, track structural volumes, cross-verify standards, and enable the team to confidently answer: “What exactly did we construct, and what proof validates it?”

“To me, working as a PTO engineer means responsibility above all else,” concludes Pirnazar Otanazarov. “The diligence we put into our technical review directly determines the order and precision of site operations.”

When everything runs smoothly, the work of the technical department stays out of the spotlight. Yet behind every successful TAN GROUP build lies this quiet, fundamental technical foundation.
